Can anybody give me a program by which I can ask a my arduino uno a specific question and make it answer my question by training it.
We don't give you programs.
We help you when you run into a problem trying to create your own program.
And your description of your requirement is very vague.

Try searching Google for programs like ELIZA - which may gve you some ideas on parsing input and sending responses.
Not exactly what you're looking for, but it will do about 90% of the heavy lifting for you to fill in th blanks.

Guys, look this is a valid request for help. He wants someone to build him some system, so it should be moved into gigs where he can try to convince someone to do this work for him at a price.

But not in this case, since apart from the vagueness of the question it's waaay out of my skill level.
Have to wonder though, just qualitatively without considering any numbers to do with memory and speed etc etc, is this kind of thing (vagueness of the question notwithstanding) a likely candidate for Arduino?
"training" to answer things like human questions implies a high level of AI.
A high level of AI generally requires supercomputer kind of computing power.
