Maybe burned out

Had wiring setup for toptechboy temp/hum sensor with lcd, lesson 52. plugged in the elegoo power supply board. Project that was working quit, now can't download. found that one side of the power supply was set to the 3.3 volt setting and applied that voltage to some of the pins on the arduino. Now I have the green led on and a amber led ( marked L ) is on.

When I try to upload I get "problem uploading to Board" and a message " not in sync: 0xd5"

According to the situation, the board had burned up because the chip isn't responding to the signals sent by the programmer. I think that the chip is dead and malfunctioned. The L led is glowing because of the malfunction. You have replace it with soldering or you have to buy a new board. Never do such mistake again. Double check all connections before doing anything.
