I am building a DIY CNC machine but I need to power fans and things with a power supply which is 24 volts. But my Arduino power supply I need is 9 volts so I am looking for a good quality step down from 24 v to 9 v which supplies a barrel jack connection.

Nope. Mega is a 5V device. Get a 24V to 5V converter and power the Mega through the 5V pin.
