All I can share is that there will be up to 30 steps with 3-5 cm between them, the maximum distance for sep nr 30 will be around 50cm from the device fixed.
With that information unfortunately I can only recommend you use Google for distance sensors.
The possibilities are endless without more information. Many applications figured out short distances even cheap ones like 3D printers or old computer mouses but also industrial machines or vending machines using mechanics.
I suggest using quantum entangles electrons. When the transmitter begin the transmission, tell it's quantum device to switch the spin on it's electron. The quantum device on the receiving end detects the spin change on it's electron and begins the count down to when the receiver detects the beginning of a message. The difference in time is now how long it takes for the message to begin to arrive. Save this time.
Move the transmitter and it's quantum device and repeat. The difference in times is now because of the new distance.
Easy peasy!

A tape measure can be used to measure distances between objects, and the time for transmission can be calculated. Divide the distance by the speed of light, 3x1010 cm/sec.

I have lots of knowledge in regards to distance sensors ToF, lidar, ultrasonic, etc. Due to the physical environment with objects in the way of the devices, they will not work. So all I have of options are down to do R&D to find out if it's possible with RF, BLE(RSSI), and RFID.

You do not seem to be able to accept the FACT that what you are asking is not physically possible, nor even theoretically possible.
