Yes, a voltage divider could easily reduce 0 to 48V to 0 to 5V range.
Can you put a 'clamp-on' type of current sensor to get a passive measurement?
Vs a big-ass shunt resistor that would measure the voltage drop across & then calculate the current.
use a hall sensor which is capable of measuring DC current - and gives a 0-5volt output over the measured range. These are completely isolated from the measured circuit and place no burden upon it.
