I am using the aforementioned board and need to know how accurate the pwm fequency is in the range from 0~300hz. I understand the higher frequency can get a little shaky but curious about how accurate the low end is. Any insight is appreciated.

Your question does not make sense. PWM = pulse width modulation. The frequency is fixed. The pulse width is what varies.
In addition, a PWM frequency of zero would require running the board in a dimension that does not exist for us.

Usually incorrect wording means an incorrect understanding of the subject...
That's why books are printed... They have a tendency to correct that oversight.
