The minimum supply voltage listed is 0.3V. The maximum is -20. There don't seem to be too many value that fall in that range.

so i am guessing no one has any idea on how to do this. i need it for i school project and i am stumped.

You can use plain normal shift registers and some darlington arrays, easier and lots of people have done that, if you really want/need to use that chip you need to read about a level translating circuits to pass the arduino 0-5v to those negative voltages.
