Most door opening systems just use the card's ID number so the encription does not come into it.

So it just plays a role if somebody wants to scan the card/tag?
Yes it is for data, like if you pay for so many trips on a bus or train, your payment is recorded in that data part of the card. To prevent fraud the data is stored behind the encryption.
