I have a system with a 12v circuit and a 36v circuit. I want to monitor voltage and current (using a couple hall effect sensors) in both circuits. Then monitor the case temp and a component temp (36v to 12v converter). Then control a couple fans with pwm and send all the data back to a Windows 10 pc. That means 2 voltages, 2 currents, 3 fan rpm and voltages, 2 temps, and maybe an ac current. My friend is going to help me write a Windows program that will display all this data. Can an arduino handle this or should I go with raspberry pi?

Yup, an Arduino can do it.
