Put the meter on 20V.
Put the black lead in the middle hole and the red one in the right hole.
Hold the other end of both leads to the leads of the capacitor. Tell what you get...

Alright! Just double-checking. Black lead-to breadboard minus- cathode of capacitor isnt it? I touch with the black lead the katode/short leg of the capacitor? And with the red lead the total opposit?

If that is the case. Value is 0 at both capacitor. I mean before the pot and before the stevo.

Just in case, here the curcit once again.

I think I do know why now it doesn't work.

Because the red wire is still not going anywhere?

Yes! @build_1971 Breaking news! It worked now! You did it @build_1971: Cheers! So what was the matter. Yes, you were total right in measuring the voltage. Then I have checked the power line(Anode) and the ground line. Conclusion, the power line wasn't plugged in the 5V slots. It was plugged in ground.

Now the pot and the servo are working well and the DMM value at the capacitor is 4,99.

I mean 4,99 V

Great, that confirms that the dmm us ok and that you have put all wires in the right place.
And that the voltage regulator is well within spec..
