I am thinking of buying an arduino for a project, but I thought it would be good to know whether what I want is possible or not. I’ve searched around a bit on the forums but haven’t seen what I am looking for as of yet.
When a motion sensor is activated, I want a set of tube-lights to turn on for a period of 5 seconds in a different city.
Is this possible?

If you are using an IP camera, wouldn´t it be easier to just use an IP cam which provides inputs and outputs? You can wire a PIR Sensor to the IN and a solidstate-relais to the out.
No need for seperate coding or a server... Depending on the camera you will also be able to swith on/off the lights remotely over a browser...
I did somthin similar with some PTZ Cameras in a railway-tunnel.
