Motor Driver Voltage Shorted

Hello people,

I'm using a 15A motor driver. It gets shorted to a constant 6.47v everytie I turn on the power supply(PS 2042-10B). Could it be because one of the MOSFETS gets shorted? I have measured the drain-source voltage and one of them seems to have 2.4V in after I turn the circuit off. Should I replace a new one or should I connect a pull down resistor to it?
