You haven't told us but this looks like the specification for a radio control servo - not for a motor.
It means that, with no load on it, and with 4.8v supplied to its power connections, it take 0.1 seconds to move 60 degrees and the torque (max turning force) is 0.7kg at a radius of 1 cm. That would be the same as 0.007kg at a radius of 100 cm.
