If you use the ISO 18593 and ISO 14430 standard that handle collision handling, then it can read multiple tags at the same time. There are quite a few affordable modules in the market.

I think I found the reader for my needs...
It's the DT135ICSLI from DigantTechnologies which is able to do inventory of ICODE SLI tags in his field.

I'm also faced with a situation where I need to simultaneously read up to 8 rfid tags within a 4ftx2ft area. I need the reader to be modular to easily incorporate into my own PCB via ttl serial or uart. I've been searching everywhere for this and stumbled upon sources which make me think I should be looking for tag's that will provide this capability instead of readers for collision detection.
According to Allbusiness.com1 and Micorchip's datasheet2 the MCRF250 (a rfid tag ic) has anti-collision features which enable 125khz readers to detect up to 10 of them simultaneously. In the datasheet under anti-collision step 7. "When the reader sees the data collision, it sends the second gap pulse. (no RF field for about 60 [ch956]sec.)"
So, my questions:
Finally any guidance on a solution for my project would be much appreciated!

No and it is no use without your tags knowing about this back off mechanistic.
Is it the tag or the reader that will provide me with the multi-tag anti-collision capability?
A combination of the two.
What matters when choosing tags and readers, just the frequency and communication standard?
Often a frequency implies a communication standard but it is the standard that gives multiple tag reading capability.
