My custom_spiffs.csv file doesn't show up?

Hi all.
I used note pad made file as attached and saved as custom_spiffs.csv into : ...esp32\hardware\esp32\2.0.14\tools\partitions
restarted the IDE 1.8.19
can't see it?
why?

used: LilyGo T-display s3 board.

checked the location and saw a Microsoft Excel comma separated values file? be matter?
