What will happen to your laptop of an arduino is connected to it and you also connect your arduino in a dc power supply then turn it on?

Power an Uno through the barrel jack. Other controllers may require to cut the 5V wire on the USB cable.

You can power the Mega via the barrel / Vin with a 9V power supply and connect USB at the same time without risk.

I would not use a 5V power supply to power the board on the 5V pin and at the same time use the USB to power the board.

Your topic is not related to problems with the IDE and hence has been moved to a more suitable location on the forum.

I cannot follow your question. You say your laptop black out then you ask what will happen. Without anymore information you could fry your Arduino and maybe your laptop. Post a simple schematic showing what you want to do.
