And I could use some help.

I would like to be able to hire someone to make it work. I have all the equipment but the program will not work.
I don't know what the going rate is but I have spent so much time on this that it gives me a headache.

It certainly looks like an interesting project.
It took me some time to understand that there is a database of all earth orbiting satellites, and the system functions by downloading the characteristics/trajectory of the satellite to track.
Two-line element set - Wikipedia . The rest is geometry and operating motors.
