Need a basic pulse timer built, want to commission someone here

Not sure where this should go, but here goes...

I have a client that has a liquid fertilizer business, and he is manually filling bottles for sale. He has asked me if I can come up with a method to time the dispenser via flow, to fill a 32oz bottle using a momentary pushbutton.

I would like to commission someone here to build the basic guts for me.

Currently, I have installed- A 12vdc solenoid that operates the filler nozzle, and a momentary pushbutton energizes the solenoid.

I need a simple circuit to wait for input from the momentary pushbutton, then monitor xxx cycles from a hall effect flow sensor, and operate a normally open relay for xxx cycles. Cycle setpoint would be specified with a rotary encoder, and possibly displayed on an LCD. Ebay carries a sub-10$ 3/4" flow switch with hall effect pulse output. Power input is 12vdc, solenoid current is .5a max

My problem is, I`m a plumber with a shit-ton of work and not enough time to do it, and I cant wrap my head around coding. I would gladly pay someone to write a couple lines of code, and specify what to buy.

He uses a sensor to turn off the flow, not sure if that is what you want, but the basic system is in place. Circuit and code.
