Need a Code for Led effects

I need a code and circuit

For 3 led fade in with a switch then flickers fast flame effect
For 4 led fade in with another switch
All led fed out when power off or both switch off.

Pls help

Fading leds when the power's off will need some thought, like some kind of capacitor to store energy for an orderly shutdown or similar...
