I am trying to connect 125 KHZ RFID reader with Arduino Board via RS 232 cable. Is it possible to connect it or shall i go with TTL converter? If so why i need TTL converter ?
Right, here's the rules:

- Specify (another link) what you mean by an "RS-232 cable".
- Specify (another link) what you mean by a "TTL converter".
Then we can get somewhere.
If it's an RDM6300 then you could start with this Instructable. They're dead simple to use...
"Real" RS232 is a totally different voltage. If one device is TTL Serial and one device is RS232 Serial, then you need to convert the voltage. There are cheap converters and inexpensive ones. Don't buy the cheap ones.
The cable doesn't care. If both devices are TTL voltage then it doesn't matter what's written on the cable.
