Need help for my ATX psu convertion.

I am planning on converting an atx psu to a bench psu and my question is about the dummy load resistors. In my understanding there are 2 reasons why I need to have one. 1st is some units will not turn on if there is no load. 2nd is for the psu to be able to give a stable voltage. Now I tried connecting the green wire to GND and the psu turns on. If I use a multimeter, the voltage seems to be constant.
Do I still need a dummy load resistor?

My PSU is a fortress gpl-3cmsf 700W

staying at a constant voltage while it's doing nothing doesn't mean anything.

You need to check it while under varying loads.

If it stays the same whether it has a light load or a heavy load then maybe it won't need a resistor.

I see. I'll try that. Will 2 DC motors and LED strip be enough to test this?
