Are you positive it's a repeater? If it is, what is the source of the signal you want to repeat?

Wat range do you want, and what range do you have.
The aerial (or lack thereoff) is usually the problem.
Connect a better aerial to the transmitter and/or receiver if you can.
Receivers with a coil with red lacker on top are the worst.

If both TX and RX have a 17 cm straight wire antenna, you should get at least 300 m range, clear line of sight. I routinely get > 500 m, clear line of sight.
That is using a superheterodyne receiver, as suggested above.
