Most folks in this forum likely don't know what a " citroen c5 shine" is. In addition, its unlikely they would know how the parking assist works.
I'm going to take a wild guess and ask if the reason you need this is because the parking assist is an option you don't have.

Are you sure that your car actually has the paring assist hardware installed ?
The software linked to in the Citroen forum
looks like it is being used to send messages over CANBUS but if you don't have the hardware then of course it will not work to turn on the option
Does that link also apply to a Citroen? They might be family but it's not said that they use the same electronics / code.
All that appears to be happening is the cars ECU is having some options “ ticked” to an able them .
You don’t need an Arduino to do that , but that article is about making an Arduino based device to send the req’d CAN message .
You really need to research a bit more to see if that is possible on your car ( unlikely as there will be a module specifically for that task ) .

Does your car have them?
I find it hard that a car manufacturer fits a car with the expensive hardware accessories that that model is not supposed to have?

I would go on a Citroen forum and ensure you have the right bits and what is needed in detail
- there may be better easier routes than Arduino using phone based blue tooth programmer
