Hi,
I'm very new to this and am looking for some help. I saw a project on youtube that I want to build, but I have never done anything like this before. What components would I need to buy and is there a program that I can cut and paste?

See if the 7 year olds who did this project have shared their building and Arduino sketch ( program ) for the project,
otherwise you have 2 choices ,
offer to pay somebody to do it for you on the collaboration section of the forum,
or get an arduino, work through the examples and tutorials, google anything you do not understand , and write a sketch ( program ).
If you get stuck, post it here and there are thousands of people on the forum who will help you.
