Need to know if the project I have planed can be done

Yes the grounds of the MC2100 and the
Arduino must be connected.
I would try powering the Arduino from the the 8-12Vdc pin. Just be mindful to check the temperature of the regulator by touching it every now and then during the prototyping stage ( a habit I have formed for all my projects)

Back on this project , I just went through my boxes & I forgot I have some of the LM2956 DC_DC Step Down boards . Would one of these between the MC2100 & the UNO to drop the voltage be worth putting inline ?https://www.amazon.com/LM2596-Converter-Module-Supply-1-23V-30V/dp/B008BHBEE0

Where would you get the voltage out of the MC2100 to feed into the 1.23-30V of the converter?

If you look at the pic of the MC-2100 above in post # 24 to the right of the red arrow is the pin on the MC-2100 that puts out 12VDC .
