New Arduino Uno R3 doesn't BLINK the integrated LED (Pin 13)

I just bought a Starters kit and I uploaded the Blink example but the LED in the board doesnt respond. It keep ON when the Arduino is connected and when I am uploading a skecth, but it doesnt blink with the example code.

The code works if I plug an LED in the 13 pin (+) and in the AREF pin (-). I know this is not a big deal but that should be working.

And also I just realized if I push the Reset Button it just dont do anything.
