I am new to the Arduino. I am looking for the lowest price controller, Lcd display, and shield that will work with a HC-SR04 Ultrasonic Ranging Detector Sensor which has 4 pins. Pin 1 = 5 Vcc, pin 2 =trigger (10 us pulse), pin 3 = echo return, pin 4 GND.

alas, no one would have a clue what the topic is and to be honest, most of the old-timers who forgot more last night than I know about Arduinos, well, they would keep looking and read something that aligns with what they know and can offer help with.
Personally, the only thing more annoying than no information on a subject line is to use all caps in email
"need help with HC-SR04" would have been a decent subject line.
There are probably a LOT of people who have used that and even the person who just got one running might give you a link to the best information out there.

the Arduino is a microprocessor platform, not a controller. the remote for the Wii is a controller in a more fundamental way.
as for your actual question, I would offer that you could start backwards.
for the arduino, the 'program' is called a 'sketch'
google - sketch for HC-SR04 - and see what comes up.
chances are you will find links to people who have used it and what they used.
if we ass-you-me that you really meant to ask for the cheapest arduio that could work with it, then I would offer that the
Diavolino for $11 is on the low end. what setts it apart is that, quoting from their web-site ''... with nicely rounded corners and a striking appearance."
"nicely rounded corners." now if that does not make the case, not sure what does.
the cost of the Arduino is a trade-off. you can buy a chip, caps and crystal and make your own, should not take more than a couple dozen hours for a person who never did one before. or spend the $20 and get an UNO and have it for every project.
consider that you were to take a college course. how much would the books cost and what investment in your education are willing to make ? if you get a job as a programmer, you might have coffee one morning and think back.. that was the best $50 I have ever spent....
