New IC how to program fuses?? Mega2560 avrdude: Device signature = 0x000000.

What I've done:

  • Arduino Leonardo configured as Arduino ISP, I know this works used it before.
    Result:Each time after hitting burn boot-loader I get the Device Signature = 0x000000.

Presumed issue:
Mega2560 IC is brand new from Amtel directly, expect it to come entirely blank and a genuine part (I've soldered to a Mega board)

I think this means none of the fuses are not set hence the signature is 0x0000.
How would I go about doing this using conventional tools (such as repurposing a Arduino Nano/Leonardo/FTDI)

That's incorrect. The chip comes with the fuses set to the factory defaults. You will not get a signature of 0x000000 just because it's fresh from the factory. You will get that signature if you don't have the correct circuit for the support components or don't have your ISP programmer connected correctly.
