Installed a new install of 2.3.4 today on a new Laptop. when run it hung on the splash screen.
I ran debug mode and the log showed it could not find library_index.json.
After re installing and checking permissions etc it still would not load.. eventually I noted the system time on the laptop was a couple of hours out and had not synced.. synced the time and the install ran perfectly.. I have noted while searching for resolution that this is a recurring issue.. hope this may be useful.
