New to Arduino, can I do this?

Looking to do the following

  1. Display a letter using an alphanumeric led to display one of 4 letters based on 1 of 4 inputs from a car pcm (5vdc) (a different letter for which output is active from the car pcm)

  2. Rotating 3 motorized pots with an up and down touch button for each and displaying an annular LED ring (15 segments) for each pot.

I have no experience with Arduino at all, been using Fusion Brains for my other car projects.
Not sure which or how many Arduino's are needed, my thoughts are using Sparkfuns alphanumeric breakout board as well as their shift register breakout boards and their MPR121 capacitive breakout board and I will make my own touch pads.

Any help would be greatly appreciated.

One Mega can do this easily, depending on the ringed leds an UNO could do the job.

Don't have the rings yet, the only info I have on them is 15 segment and 8 pins Multiplexing Control (4x4) which I have no idea about.
