no blinking LED following ArduinoISP upload

I am following the instructions.
Pretty straightforward.
Following the upload of the sketch, the LED stays on. It is not blinking.

Don't know why.

Went ahead and continued on with the steps to use the Arduino as ISP.

I found that the 10uF capacitor between RESET and Ground caused problems.
Removing it, I was able to program the bootloader to another ATmego on another Arduino Uno R3 board.
