I ended up buying some new nRF24l01's online, and they came today. They work perfectly, and the two Megas talk to each other without any issues. SOLVED - The problem: defective radio modules

Update: I swapped which radios were connected to which Arduinos, and the misbehaving Arduinos swapped places. So, I guess I got a bad NRF.
