On board Memory?

Is it possible for Arduino Uno to store a few values s on board when power is off like it does the program but still be able to change those values when it is on? Or do I need an eeprom?

The Arduino has some EEPROM memory so it can save data when the power is off. The Reference pages should explain how.

Just remember that if you write to EEPROM memory too often you can wear it out - I think it allows about 100,000 writes.
