Iv'e been looking around the internet for info on the OpenTRACK project, but it seems the official site opentrack.org was last updated in 2004...
So does anyone know whether this is completely dead?
You don't mean openTrac, do you? APRS-like protocol?

Can't help you with the notification, but the Opentracker hardware is alive and well. Check out Argent Data Systems. He's working on an arduino shield.
Unfortunately hams seem to be incredibly resistant to change in this area. OpenTRAC is, IMO, a superior protocol to the original APRS, but no one seems to be interested in it, or even making any serious changes to the APRS network.
The arduino shield may be a platform for me to play with something I've been thinking about, which is an OpenTRAC router.

I can understand why hams don't want to shift to OpenTRAC, if the development of this protocol halted in 2004..
It is a functional protocol and at least one device (the opentracker) has implemented it. I think xastir can decode opentrac packets.
Development didn't continue because the users didn't get interested. It is an open protocol (hence the name), so anyone who is sufficiently interested can get involved.
