Ordering my first four layer board - total thickness?

Hi

Just a quick question on conventions. I'm ordering my first four layer board and was wondering if I order a certain board thickness i.e. 1.6mm, is this typically the total thickness of the finished board or the thickness of the internal layer of FR-4.

I'm assuming the latter but though I'd ask.

1.6 mm will be the total thickness of the board including all copper layers but excluding solder resist. However the tolerance quoted is fairly wide, typically ±10%.
