In the OP, the difference is 3% of the DMM measurement. Assuming the DMM value is correct (a poor assumption), the scope value is within error bounds of the Rigol DS1054Z. Don't know about the DS2202A.

What are the error bounds on the two measurements?

Do you have a good reason to believe either one, like a carefully calibrated voltage source for testing?
