That's an invalid nag attempt, not covered by any law. Once one has obtained the software at a certain license, that license persists and can not be changed by only one party.
A library under a private license under development is dangerous. IMO it should not be supported by Arduino. At least should Arduino users be granted alternatively an accepted Arduino license.
