An Arduino UNO has 2kB of RAM in total, that's very little to handle images. What camera are you using? How do you plan to connect it to the Arduino?

You'll be much better off buying a real surveillance or IP camera.

If really want to do it yourself, you could use a Raspberry Pi. It has plenty of memory, on-board WiFi, a camera interface ...
