So I need to power a router that is rated at 3.3 volts and needs about 2 amps to work my question is if can I power it with three 1.5 volt batteries that gives a total of 4.5 volt will it damage the router or can I run it at those voltages without being worried??

a) Yes, it will damage it. You'll need some sort of voltage converter.
b) You'll have a tough job getting 2A out of some batteries.
3.3V, its a bare logic board (without its own regulator) and this means you need
a fully regulated 3.3V supply (tolerance +/-5%). If in doubt assume a supply will
not be suitable. If you measure its output voltage as 3.3V at no load and also
3.3V at 2A (you'll need a 1.6 ohm dummy load!) then it should be suitable. Something
just marked "3V 2A" is not good enough.
Batteries cannot provide the regulated voltage you need, because they eventually
run down. I wouldn't risk undervoltage - its possible it could damage the board,
and certainly could cause unreliable behaviour.
