Considering that there is an equivalent of +/-57mA of noise at the output and you are trying to measure only 200mA I can see why.
You need a different sensor
200 mA out of +- 5 A full scale of your sensor is using a small percentage of the sensor's range and will not give you a stable reading. You should think about using a sensor with a lower full scale range.
