PC Doesn’t Recognize USB

I just received a brand new Leonardo. When the USB cable was plugged in the computer, it did not make the sound it normally does when you plug in a USB device. It did not request a driver. It did nothing. Power was supplied to the board, the L led blinks and the ON led is on. In the IDE (version 1.0.3 and 1.0.4), the option “Serial Port” is still greyed out and there are no changes in the Device Manager. I tried 4 different USB ports on my computer without any luck.

Any suggestions on how to proceed?

Dell Dimension 9200, Windows 7, 32bit, Leonardo R3

What type of USB cable are you using?

Make sure it isn't just a Charging cable.

Often, the USB micro cables only have power and do not have the data lines.
