Assuming the leads at the top of the capacitor in your drawing are connected, yes.

So the cap works on that line , it doesn't matter if i connect previously or after himself?
Btw the cap there works to control the current flow to stabilize it right?

Very similarly, yes. There's always issues with where a PCB trace is placed so I'd stop short of saying they're "identical".

Yes, it helps smooth out voltage fluctuations.

Since a schematic is merely a representation of the parts and what they are connected to, and not meant to be an accurate image of exactly how much wire is connected where, no, there is no difference between those.

As for actual circuit placement, it depends.
