Peltier wrist cooler (wristify)

I want to make this http://www.extremetech.com/extreme/169951-wristify-a-personal-peltier-wrist-cooler-that-could-save-the-us-millions-in-energy-costs. So far I'm planning on using a arduino micro with a TEC1-12705 Heatsink Thermoelectric Cooler and a small li-ion battery. I will also need a really accurate thermometer. Apparently cooling the wrist by 0.4 degrees Celsius per second for 5 seconds is the most effective method. What else would i need for this to work?

Looks very like 'snake oil' to me.

Do your maths to see how much energy is needed to run it for a full 24 hrs. Note that they admit that Peltier devices are inefficient.

What else would i need for this to work?

A power FET to turn the Peltier device on an off and a lot of wist-full thinking
