Persistance of Vision from Histogram

Hello,

I'm doing some preliminary investigating regarding a project. I'd like to modify one of the persistence of vision "wands", of which there are many examples on Instructables, to display a photograph. My inspiration is this image: File:Mechanical Television with LED Strips.jpg - Wikipedia. That picture is of a moving image, which would be far beyond my skills. On the other hand I was thinking if I made a histogram of a jpeg into a text file I could somehow get the arduino to read it. Apparently the application Image Magick is capable of creating the histogram as a text file. It outputs one line for each pixel, first designating the plot point and then the value. I would of course limit myself to using black and white images.
This would be my first foray into arduino beyond making l lights blink or fade. What do I need to learn to get this project off the ground?
