pF capacitor meter

I have piece of code here that is used to measure capacitor in pF range. it works awesome and is precise.

my question is that:

what does pinMode(IN_PIN, OUTPUT); do in loop()? in comments it is said that it is used to clear everything, but how? does is discharge the connected capacitor?

Putting a pin in OUTPUT state makes it low. So, in that line of code, both pins are made low. Both sides of the capacitor under test should now be at ground potential.

Pins configured as OUTPUT with pinMode() are said to be in a low-impedance state
