What is the optimal way of using this clock for my need?
About the bat pin do i need to hook it up to say the 3.3V on the arduino to charge the battery ?
in this case i want to turn on and off some lights at a set time of day, and i want to be able to change that time with a remote.
i also want it to autoadjust for summer and winter setting.
It should retain the time when the net power is off so i dont have to set it again.

Lithium coin cells are generally not rechargeable. The "BAT" pin is for using an external backup battery if you don't want to use the built-in battery holder. It may also allow you to sense the battery voltage so you can tell it's time to change the battery after several years.
You can add stuff from Time Alarms library to do the lights, and you can probbaly use it for daylight saving. You only need use the Vcc, Gnd, SDA, SCL. The battery is not rechargeable and its life is commensurate with what you paid for it.
