Pin (LED) 13 randomly fashes when powering up?

Hello...

Just got my Arduino board through the post today, Ive had no trouble uploading to the board, the blink sketch works fine.

I've just one query:

When I power up the board (by plugin in the USB cable) pin13 (led13) starts to randomly flash for a few seconds before the blink sketch starts. Ive also noticed that the RX pin (pin 0) is constantly on (whilst the blink sketch is running).. I tested with an LED but it slightly dimmer than the LED running off pin 13.

Does this sound like normal behaviour??

The LED on pin13 blinks really fast during boot/startup and then stops.

If you have the blink program loaded, it will execute and start blinking every second.
