PIR sr-501 Sensor always High

Hi guys, I started Arduino recently and stumbled upon a problem with my PIR Sensors.

Model: sr-501
Setup is shown in the attachment.

The problem, my pir sensor is always returning HIGH even when no motion is detected. Ive placed a cup over it at one point.

Ive set the delay to lowest. Kept sensitivity middle.

Have you set the delay to minimum? What I read suggests it can go upto 5 minutes which might account
for your observations.
