PL2303 USB to TTL converter, shorted pins 25 & 26

I bought a PL2303 USB to TTL converter from this vendor:

received it today, inspected it and found that pins 25 and 26 are shorted. Not sure if it's a sloppy soldering job or if it was intended like that.

Pin 25 is Ground for PLL and 26 is PLL Test Mode (is an input pin).

Now I'm not sure I should plug it in and use it or ask for a replacement.

According to the reference schematics the two pins should be connected: http://www.prolific.com.tw/UserFiles/files/SCH_PL2303HXD_V1_2.pdf

So I would just use it.

I was not sure about it since all the images of this module on google don't have the pins connected.
