You have to include the delay() within the code either in the setup() function or in the loop() function.

Having nothing in your code except a delay() won't achieve much.

No, you have to put all function calls, including delay, inside a function. Here you have just moved it in between two functions.

Try this, it won't do anything but will at least compile. Notice the difference. The delay call is now between the { and } that define the setup function.

void loop

{
}

It needs to be like this

void setup() {
  delay (10000);
}

void loop() {
}

You should look at several of the examples that come with the Arduino IDE and carefully study how the code is laid out in them.
